Here, Liam panned with the landrover, to keep the landrover in focus, while the surroundings blurred. f/3.5 for 1/6 sec, ISO 1600

This pair of pictures were taken in the same place on the Mound. The first was taken with a steady camera, so that the moving vehicle was blurred. Exposure time 1/10 sec.
This time Liam used the panning technique to keep the taxi still, the scenery blurred. f/4, 1/40 sec.
